Policy Advocacy

The arguments for policies that matter should be crafted in such a way that they are clear, believable, and compelling. If the language is ambiguous, vague, or contradictory, it confuses the audience. They will be ill-informed and have a poor foundation to understand, believe, or accept the policies.

For example, Queensland Health beginning in 2007 paid IBM over $21 million to implement a payroll system. In June 2010, the Queensland Auditor-General concluded that the project was poorly managed and lacked clear business requirements. Accountants, Information Technology, and bureaucrats are not trained to test definitions, assumptions, explanations, and logical connections. A Devil's Advocate is.
